Timeline
These milestones have come from the hard work that we have carried out in previous ECO schemes, starting back in 2008 with Carbon Emissions Reduction Target (CERT).
2008 - 2012
CERT required larger gas and electricity suppliers to achieve targets for reducing carbon emissions from domestic premises in Britain.
2009 - 2012
CESP started ran alongside CERT, designed to promote a ‘whole house’ approach and treat as many properties as possible in defined geographical areas; selected using the Income Domain of the Indices of Multiple Deprivation (IMD) in England, Scotland and Wales.
2013
The first of the government’s ECO schemes started with the emergence of ECO1. This had three main obligations which energy companies were required to meet. The obligations were the Carbon Emissions Reduction Obligation (CERO), the Carbon Saving Community Obligation (CSCO) and the Home Heating Cost Reduction Obligation (HHCRO).
2015 - 2017
The next scheme, ECO2, launched. Suppliers were required to achieve the following cost and carbon savings – 19.7 Mt CO2 under CERO, 6 Mt CO2 under CSCO and £6.46 billion under HHCRO.
2018 - 2022
ECO3 replaced ECO2t with a few changes in place, for those in receipt of a qualifying benefit or through the LA Flex scheme. Notable changes: ECO3 widens the criteria for First Time Central Heating (FTCH), with 15% of the ECO3 fund set aside for rural measures.
2022 - 2026
ECO4, the latest iteration of the Energy Company Obligation, commenced 1st April 2022 and runs until 31st March 2026. The scheme is designed to offer ‘whole house’ retrofit solutions to low income and vulnerable households. To complement ECO4, a new obligation called The Great British Insulation Scheme will also run alongside ECO4 to offer single insulation measures such as cavity wall and loft insulation.
The main objective of the government’s ECO4 scheme is to improve the least energy efficient housing stock occupied by low income and vulnerable households, thereby making progress towards the government’s statutory target of improving as many fuel poor homes as reasonably practicable to EPC band C by 2030, with an interim milestone of band D by 2025.
